Stratagem Solutions, Incorporated is in search of applicants with a strong budget background who are interested in satisfying a requirement to support an Army Acquisition Product Manager’s Cost Analyst Team by preparing Life Cycle Cost Estimates, Independent Government Cost Estimates, Proposal Evaluation inputs, tasker inputs, Spend Plans, and other related cost inputs.
The ideal candidate will be able to articulate and defend the cost models, estimates, processes, as well as have recent/relevant experience gained from military/civilian service.
The ideal candidate is adept at briefing mid and senior staff personnel.
This position may allow an individual to work from home, typically for 3-4 days per week.
However, the customer does require the selected employee to live within the Huntsville or surrounding area and be available to participate in face-to-face meetings, within two hours, on government site whenever required.
The customer reserves the right to adjust the on-site time requirements as the customer deems necessary.

Responsibilities and Duties Position requirements: Provide advice and technical assistance to functional specialists in identifying and evaluating program cost factors and cost impact on program alternatives.
Refine and adjust cost models in the Automated Cost Estimating Integrated Tools (ACEIT) in response to changes in technical specifications, support requirements, design alternatives, engineering, and operational trade-off proposals.
Analyze mission requirements to determine cost parameters, specific cost factors and relationships to be utilized in constructing cost models.
Develop, update, and maintain Life Cycle Cost Estimates (LCCEs), Program Office Estimates (POEs), and Independent Government Cost Estimates (IGCEs) in ACEIT.
Evaluate contractor cost data to include Earned Value and Cost Performance Reports.
Analyze the following cost elements: labor, travel, materials, other ODC, overhead, G&A and cost of money.
Evaluate various Courses of Actions (COAs) in the development of an Analysis of Alternatives (AoA).
Defend cost estimating methodologies to DASA-CE and other Cost Review Board (CRB) members.
Translate technical system requirements into cost elements while developing Cost Estimating Relationships (CERs).
Analyze historical learning and rate curve data and incorporate methodology into cost estimates.
Develop Program Objective Memorandum (POM) briefings to include program funding and cost requirements.
Minimum Requirements: Must have experience in generating: Life Cycle Cost Estimates, Independent Government Estimates, cost input to Acquisition Program Baselines, Business Case Analysis, and Cost as an Independent Variable analysis.
Must have experience in the development of an array of alternative solutions for program management challenges relating to cost, schedule, production, fielding, and sustainment.
Must have exceptional written and oral presentation skills.
Must have demonstrated experience working individually as well as organizing and facilitating working groups.
Must have experience preparing detailed written reports and/or briefings suitable for presentation to senior level military and corporate leadership.
Must have excellent written and oral communication skills and the ability to use Microsoft Office suite of products.
Preferred Requirements: Experience supporting program budgeting processes with the preparation of POM submissions and P & R-Forms.
Experience with ACEIT.
Acquisition Level III Certification.
Education and Experience Requirements: Minimum Education – BS/BA and 7 years of related experience or High School and 12 years of related experience.
Travel: May require travel up to 10%.
Special Requirements: Applicants selected are required to have an active security clearance: SECRET and must maintain the minimum requirements for access to classified information.
Testing: Candidates may be subject to a written test as part of the candidate interview and selection process to demonstrate written communication skills and/or the ability to deal with potentially challenging notional situations which may arise while supporting a Product Office.
