Overview We are seeking a Senior-Level Acquisition Management and Program Analyst to perform a variety of cost estimating, acquisition management, planning, and analysis duties in support of Army programs.
You will evaluate and support the development of program documentation, which includes acquisition strategies, systems engineering plans, Integrated Master Plans and Contract Data Requirements Lists, for adherence to DoD policies and guidance.
Responsibilities Working as part of an integrated analyst team, the analyst will perform a wide variety of analysis/estimating/engineering/scheduling support directly interfacing with program offices and assisting the development and presentation of management level briefings as needed.
Work may include parametric cost estimating, life cycle cost analysis, cost estimating relationships and model development, cost risk analysis, performance measurement (earned value), project forecasting and risk assessment, cost-benefit analysis, program office estimates, and software cost estimating.
Additional support includes, but is not limited to, the areas of acquisition strategies, cost analysis requirements descriptions, strategy development, scheduling, market research, evaluation criteria development, pre-solicitation documentation review, RFP documentation, Independent Program Review documentation, P&R forms, T&E exhibits, smart charts, cost estimates and key decision point’s preparation, and trade studies.
Proficiency in Microsoft Excel, Word, and PowerPoint is essential.
Experience preparing cost estimates and budgets for major Department of Defense (DoD) programs and commercial off the shelf programs is highly desirable.
Skills Required At least 15 equivalent years of experience performing Acquisition Management and Planning activities in the government (military and/or civil servant), federally funded research and development center, or profit / non-profit government support / development Contractor arena.
Strong working knowledge of ACEIT.
Be proficient in knowledge with cost estimating such as learning curves, inflation, regression, Operations & Support estimating, statistics, cost estimating principals/DoD acquisition policies and be willing to grow his/her ACEIT skills by running "what-if" drills and other sensitivity analyses.
Proficient in performing government cost estimating activities such and cost/price analysis, WDS development and risk.
Knowledge of various quantitative techniques used to analyze data, develop models, interpret results and brief senior level DoD leadership.
Experience developing Acquisition Strategies, Cost Analysis Requirements Descriptions (CARD), Life Cycle Cost Estimating (LCCE)/Program Office Estimates (POE) Knowledge of the development of Integrated Master Schedules, cost reporting requirements related to Cost and Software Data Reporting (CSDR) plans, and risk management plans.
Experience in the development of DoD budget materials to include P&R Forms, Test and Evaluation (T&E) Exhibits, Smart Charts, and various other reporting/budget submission requirements.
Must be able to work independently, as well as with at team, on time-sensitive high visibility tasks.
Knowledge of DoD budgetary principles and procedures.
Excellent written and verbal communication skills.
Strong analytical skills and problem-solving abilities.
Demonstrated knowledge of acquisition management regulations, practices, policies, and procedures associated with Major Defense Acquisition Programs.
Program office experience highly desired.
Experience with the ACEIT software suite of tools.
Active DoD Secret Clearance (required).
US citizenship required Education Bachelor’s degree required, preferably in math, engineering, or the sciences.
