Summary
Obsidian Solutions Group (OSG) is seeking an experienced Explosives Instructional Services Project Manager (PM)/Instructor to provide direct supervision, program control, scheduling, and management of the Contractor’s employees consist with priorities and assignments made by HDS program manager.
The mission of the FBI, Critical Incident Response Group (CIRG), HDS, is to provide standardized certification, re-certification, and advanced training for U.
S.
public safety bomb technicians, and accreditation of all U.
S.
public safety bomb squads to ensure standardization and professional capabilities.
Responsibilities Provide timekeeping and invoicing for labor hours, travel, and Other Direct Costs.
Provide progress reporting as specified under Section 8.
Provide incidental quality assurance to all Task Order deliverables.
Resolve problems, issues, or conflicts, as required.
Ensure that program/project schedule, performance, and deliverables are met.
Support the HDS Task Lead and COR by providing information related to the performance and/or status of all current tasks and assignments.
Provide the HDS Task Lead and COR with cost and staffing estimates relative to the completion of existing tasks, as well as the possible addition of future tasks.
Coordinate work schedules for Contractor personnel provided under this Statement of Work/Task Order.
Maintain a qualified and certified, as appropriate, Contractor work force to meet the Government’s needs under this Statement of Work/Task Order.
Prioritize tasks and assignments to Contractor work force based on Government’s direction and best practices.
Provide report metrics to HDS management, as required.
Ensure accountability for all Government furnished property and information, including assistance in performing periodic Government property inventories.
Ensure applicable FBI policies and procedures are followed by Contractor work force.
Ensure contractor personnel follow and deliver FBI HDS.
Requirements: Five (5) years recent operational experience as either an Active-Duty Military EOD Technician/Specialist or a HDS certified Public Safety Bomb Technician and certified bomb squad member or a certified Federal bomb technician.
Recent Active Duty, Military EOD Technician/Specialist operational experience is defined as overseas deployments in support of counter-IED operations occurring within the past 10 years.
Recent HDS certified Public Safety Bomb Technician and Federal bomb technician operational experience is defined as active, continuous assignment to an accredited bomb squad in a U.
S.
law enforcement or public safety agency within the past 10 years.
Status as a current HDS civilian Army instructor is considered to satisfy the Minimum Experience requirement.
Minimum Supervisory/Management Experience: Five (5) years recent experience directing, supervising, planning, evaluating/rating, and overseeing the day-to-day work of a military EOD unit or an accredited law enforcement/public safety bomb squad or program management and oversight of a counter-IED program.
Recent experience is defined as occurring within the past 10 years.
Minimum Physical/Medical Requirements: Possess distant vision of at least 20/20 in one eye and 20/40 in the opposite eye, with or without corrective lenses, as measured by the 20-foot Snellen chart or equivalent.
Possess near vision of at least 20/40 in each eye, with or without correction, as measured by the Snellen chart or equivalent.
Possess normal color perception as measured by the Pseudoisochromatic Plates (PIP) or Farnsworth D-15.
Possess average (mean) hearing level of 25dB at the 500, 1000, 2000, and 3000 Hz audiometer test frequencies with or without a hearing aid.
Provide evidence of an audiometer test administered by a currently licensed audiologist (Au.
D.
) not more than 90-days prior to commencing work at HDS.
Provide evidence of a recent color vision screening test administered by a currently licensed optometrist or ophthalmologist not more than 90-days prior to commencing work at HDS.
Provide evidence of a recent negative tuberculosis skin test (Purified Protein Derivative (PPD)) administered not more than 90-days prior to commencing work at HDS.
Other Minimum Requirements: Possess TRADOC or equivalent Service Instructor Training Course Certification, or FBI or equivalent law enforcement Instructor Certification.
Ability to lift and carry items weighing approximately 80 lbs.
(the approximate weight of a protective bomb suit).
Ability to drive and operate a motor vehicle (e.
g.
, sedan, passenger van), fork-lift and other warehouse equipment.
Experience handling IED and UXO training devices, in accordance with applicable health and safety rules and regulations.
Successfully completed course(s) of instruction in forensic exploitation of IEDs or possess prior work experience in a CEXC (or equivalent), at TEDAC, or at an accredited criminal forensic laboratory.
Desired Possess ten (10) years recent operational experience as either an Active-Duty Military EOD Technician/Specialist or a HDS certified Public Safety Bomb Technician and certified bomb squad member or a certified Federal bomb technician.

Bachelor or Graduate Degree from an accredited college or university in chemistry, biology, a clinical laboratory science, industrial safety, electronics engineering, or similar science/engineering discipline or in Business Management, Business Administration, Public Administration, or similar discipline (may include Executive MBA or related programs).
Possess the Senior Explosive Ordinance Disposal Badge.
Physical Requirements and Work Environment Field/tactical environments.
